Add the milk and vegetable oil to the dry ingredients, stirring until a dough forms.
On a floured surface, knead the dough gently for about 1 minute until smooth.
Divide the dough into 12 equal pieces. Flatten each piece into a small circle.
Place a small amount of mozzarella cheese and a few slices of pepperoni in the center of each circle.
Fold the edges of the dough over the filling and pinch to seal, forming a ball.
Place the pizza bombs seam-side down on the prepared baking sheet.
Brush the tops with melted butter and sprinkle with dried parsley.
Bake in the preheated oven for 15-20 minutes, or until golden brown.
Serve warm with marinara sauce for dipping.
