- Season lamb with salt and pepper. Heat oil in a pot over medium-high heat. Brown the lamb for 5-7 minutes.
- Add onion and garlic to the pot. Sauté for 3-5 minutes until translucent.
- Return lamb to the pot, add carrots, potatoes, and broth. If using, stir in Guinness, tomato paste, thyme, parsley, and bay leaves.
- Bring stew to a boil, reduce heat to low, cover, and simmer for 1.5 to 2 hours.
- Boil potatoes in salted water until tender. Drain and mash with butter and milk.
- Remove bay leaves from stew, adjust seasoning, and serve topped with mashed potatoes.
