In a large bowl, combine the flour, salt, and pepper. Toss the chicken pieces in the flour mixture until evenly coated.
Heat the vegetable oil in a large skillet over medium-high heat. Add the coated chicken pieces in batches, cooking until golden brown and cooked through, about 5-7 minutes per batch. Remove the chicken and set aside.
In the same skillet, reduce the heat to medium and add the honey, soy sauce, rice vinegar, sesame oil, garlic, and ginger. Stir well to combine and bring to a simmer.
Return the cooked chicken to the skillet and toss to coat in the sauce. Cook for an additional 2-3 minutes until the sauce thickens slightly.
Sprinkle the sesame seeds over the chicken and toss again. Remove from heat.
Serve the honey sesame chicken hot, garnished with sliced green onions.
