- Preheat your oven to 350°F (177°C) and line an 8-inch square baking pan with parchment paper.
- In a mixing bowl, beat together the butter and brown sugar until creamy and combined. Add vanilla extract, sift in flour, baking powder, salt, and oats. Stir until crumbly.
- Press slightly more than half of the crumb mixture into the bottom of the prepared baking pan and bake for about 12 minutes.
- While the crust is baking, whisk together the sweetened condensed milk, lemon juice, and lemon zest until smooth.
- Remove the crust from the oven and pour the lemon filling over, spreading evenly. Sprinkle the remaining crumb mixture on top.
- Return the pan to the oven and bake for an additional 22-25 minutes until edges are golden.
- Allow the bars to cool completely on a wire rack, then lift from the pan and slice into squares.
