Method
 

Step-by-Step Instructions
  1. Preheat your oven to 350°F (177°C) and line an 8-inch square baking pan with parchment paper.
  2. In a mixing bowl, beat together the butter and brown sugar until creamy and combined. Add vanilla extract, sift in flour, baking powder, salt, and oats. Stir until crumbly.
  3. Press slightly more than half of the crumb mixture into the bottom of the prepared baking pan and bake for about 12 minutes.
  4. While the crust is baking, whisk together the sweetened condensed milk, lemon juice, and lemon zest until smooth.
  5. Remove the crust from the oven and pour the lemon filling over, spreading evenly. Sprinkle the remaining crumb mixture on top.
  6. Return the pan to the oven and bake for an additional 22-25 minutes until edges are golden.
  7. Allow the bars to cool completely on a wire rack, then lift from the pan and slice into squares.
