Step‑by‑Step Instructions
  1. Heat 2 tablespoons of oil in a large pan or Dutch oven over medium-high heat until shimmering, about 1-2 minutes.
  2. Add 1 pound of ground beef, 1 chopped sweet onion, and 1 diced orange bell pepper. Sauté for 5-7 minutes, until beef is browned and onion is translucent.
  3. Stir in 3 minced garlic cloves and sauté for another 1 minute.
  4. Add a 14-ounce can of fire-roasted diced tomatoes, 1 teaspoon each of smoked paprika, dried oregano, garlic powder, and onion powder, plus salt and pepper to taste. Mix well and let it simmer for 3-5 minutes.
  5. Layer 4 cups of chopped green cabbage over the beef mixture, cover, and cook for 15-20 minutes, stirring occasionally.
  6. Remove from heat and sprinkle 2 cups of shredded cheese over the top. Cover to allow cheese to melt for about 5 minutes.
  7. Give the casserole a gentle stir to mix and serve hot.
