Ingredients
For the Brownie Layer:

Instructions
- Preheat and Prep:
- Preheat the oven to 350°F (175°C).
- Line an 8-inch square baking pan with parchment paper, leaving overhang for easy removal.
- Make the Brownie Batter:
- In a bowl, whisk melted butter and sugar until smooth.
- Mix in eggs and vanilla.
- Sift in cocoa powder, flour, salt, and baking powder. Stir until combined (don’t overmix).
- Bake the Brownies:
- Pour the batter into the prepared pan and spread evenly.
- Bake for 20–25 minutes, or until a toothpick comes out with a few moist crumbs.
- Let brownies cool completely in the pan.
- Prepare the Cookie Dough:
- In a bowl, beat soft butter, brown sugar, and white sugar until fluffy.
- Add milk and vanilla; mix until smooth.
- Gradually stir in flour and fold in chocolate chips.
- Assemble the Layers:
- Spread the cookie dough evenly over the cooled brownies. Smooth with a spatula.
- Chill in the refrigerator for 30 minutes.
- Add the Chocolate Topping:
- Melt chocolate chips in the microwave (30-second intervals, stirring each time).
- Spread melted chocolate over the cookie dough layer.
- Garnish with extra chocolate chips.
- Chill and Cut:
- Chill in the refrigerator until the topping sets (about 30 minutes).
- Lift the dessert out using the parchment paper. Cut into bite-sized squares or rectangles.
